În pregătirea masterului specializat Dreptul tehnologiilor cuantice (DTC) și în așteptarea adoptării definitive de către Uniunea Europeană a Quantum Act (Legea europeană a cuanticului) Universitatea Ecologică din București (UEB) introduce, începând din anul universitar 2026 – 2027, în premieră națională, cursurile Introducere în Dreptul tehnologiilor cuantice și Dreptul inteligenței artificiale cuantice în structura masterului Dreptul inteligenței artificiale (DIA) organizat de Facultatea de Drept a UEB. Printre temele abordate, Impactul tehnologiilor cuantice asupra dreptului: drepturile omului; dreptul proprietății intelectuale; dreptul contractelor; dreptul penal; dreptul mediului; regimul juridic al IA cuantice; Strategia Quantum Europe (2025); Strategia națională în domeniul tehnologiilor cuantice pentru perioada 2024 – 2029 (2024) ; Quantum Act/AI Act; The Cloud and AI Development Act; OECD Recomandation on Quantum Technologies (2026); standarde tehnice europene și cooperarea regională; controlul lanțurilor industriale regionale și leadershipul european.
Tehnologiile cuantice reprezintă astăzi, alături de inteligența artificială, o miză excepțională pentru progresul științifico-tehnic și dezvoltarea societății umane, asumate de Uniunea Europeană ca o prioritate strategică fundamentală. Adoptarea de către UE a unor inițiative precum Quantum Manifesto (2016) și Quantum Flagship (2018) și, mai ales, așteptatul Quantum Act (2026), împreună cu strategiile naționale în materie (inclusiv cea a României) deschid calea afirmării unei noi ramuri de drept și inedite discipline științifice Dreptul tehnologiilor cuantice, aflat în completarea și potențializarea Dreptului IA.
Quantum Technologies Law (Quantum Law)
In preparation for the specialized master’s degree in Quantum Technologies Law (Quantum Law) and awaiting the definitive adoption by the European Union of the Quantum Act (European Quantum Law), the Ecological University of Bucharest (UEB) introduces, starting from the 2026-2027 academic year, for the first time in Romania, the courses Introduction to Quantum Technologies Law and Quantum Artificial Intelligence Law in the structure of the Master’s Degree in Artificial Intelligence Law (AIL) organized by the Faculty of Law of the UEB. Among the topics addressed, the Impact of Quantum Technologies on Law: human rights; intellectual property law; contract law; criminal law; environmental law; the legal regime of Quantum AI; Quantum Europe Strategy (2025); National Strategy in the Field of Quantum Technologies for the Period 2024-2029 (2024); Quantum Act/AI Act; The Cloud and AI Development Act; OECD Recomandation on Quantum Technologies (2026); the European technical standards and regional cooperation; the control of regional industrial chains and European leadership.
Quantum technologies represent today, together with artificial intelligence, an exceptional stake for scientific and technical progress and the development of human society, assumed by the European Union as a fundamental strategic priority. The adoption by the EU of initiatives such as the Quantum Manifesto (2016) and the Quantum Flagship (2018) and, especially, the expected Quantum Act (2026), together with national strategies in the field (including that of Romania) pave the way for the affirmation of a new branch of law and novel scientific disciplines: Quantum Technologies Law, complementing and potentiating AI Law.
